Although overshadowed by internal divisions, clashes have occurred with Zaire, Sudan, Kenya, and Rwanda. Accusations of cross-border smuggling were the most frequent cause of these problems, but in some cases, strains already existed because Uganda and its neighbors harbored each other's antigovernment rebel groups.
